Laem Chabang Port Phase 3 Development Project is one of crucial projects
under the Eastern Economic Corridor (EEC) development plan that the
government should complete as soon as possible. This phase is planned to
enhance connection and transportation of goods to CLMV countries
(namely Cambodia, Laos, Myanmar, and Vietnam) and Southern China. This
will serve as a stronghold for product transportation and distribution
at a regional level and it is expected to be a world-class port after
completion.

Background Information of Laem Chabang Port
The
Development Project of Laem Chabang Port is under the supervision of
Port Authority of Thailand (PAT). Due to the limitations of goods
transportation at Bangkok Port (also known as Klongtoey Port), this port
was inaccessible by large cargo vessels and it was unable to expand its
area for container shipment. In 1961, PAT started conducting a research
on Laem Chabang development project. This project, however, was delayed
until 1973 when land expropriation of 6,340 rai in Thung Sukhkla
Sub-district, Si Racha District, and Bang Lamung Sub-district, Bang
Lamung District, Chon Buri Province was enforced. After 18 years of
development, Lam Chabang Port first started its operation in 1991. Laem
Chabang Port has gone through the development of its Phase 1 and Phase 2
as can be seen below.

- To increase a ratio of goods shipment via trains at Laem Chabang Port from 7% to 30%, to increase shipment along the coastline and via railway, and to reduce road traffic in surrounding area of Laem Chabang Port

When berths and terminals at Laem Chabang Port Phase 3, as well as its
railway station for container shipment, all start their operation, the
container throughput will be maximized to 18.1 million containers per
year. This will also enable multimodal transportation leading to
seamless inter-country connection including transshipment and railway
cargo shipment to neighboring countries such as CLMV and China.
Project Investment Progress of Laem Chabang Port Phase 3
The Development Project of Laem Chabang Port Phase 3 has initial
valuations at 155 billion Thai Baht. Its investment model will occur in
the form of a public private partnership (PPP). The duration of
construction and service is estimated between 30-50 years. It is planned
that the construction will complete in 8 years and the operations will
start in 2025.
This project is currently in a review process of studying and observing
any of its impacts in terms of economy, environment, and engineering, as
well as the project yields. PAT’s consulting companies are in charge of
evaluating these matters thoroughly to minimize the project’s negative
impacts.
This Development Project of Laem Chabang Port Phase 3 aims to enhance
Thailand’s competitiveness of maritime trade, promote the country as a
main regional gateway, and become a regional logistics center.
Additionally, the implementation and usage of innovation and technology
will advance this port as a modernized deep sea port that gives priority
to environment as well.
